Jesper uses several methods

Jesper begins by poking a chopstick through the tied ends of four balloons, and spearing the chopstick into the ground. He then unrolls most of the tape, and creates a balloon garland by attaching many of his remaining balloons to it. He uses two chopsticks to ensure that the tape garland does not blow away. Finally, he puts all of the spaghetti on the ground, and manages to get a few balloons to stick to the pasta. Jesper secures 15 balloons and comes second.
