Luke collaborates with Tom
Luke smartly identifies that there's nothing in the rules preventing him from asking Tom Cashman to move the canvas closer for him, and Luke agrees to do so.
He then has Tom move the canvas around for him, while he dribbles a constant stream of black paint down from the balcony, thus relying entirely on Tom to create the correct shape for him.
After drawing the outline in black, he dribbles blue paint around it to represent the ocean, and fills the interior with yellow paint.
He then signs the painting for both himself and Tom, in pink paint, before throwing paintbrushes at the canvas to "smooth it out".
With their masterpiece finished, the pair then negotiate about how they will share custody of the painting, settling on an alternate annual arrangement, starting with Luke.
In the studio, Tom Gleeson congratulates Luke on the accuracy of his painting, and Luke says he's been using it to navigate around ever since.
Tom awards him first place in the task.
